1. Who operates this site
NoFelons.org (nofelons.org) is a project of Arizona Civic Access Institute, Inc. (the "Institute"), an Arizona nonprofit corporation. The Institute does nonpartisan civic education and research. It preserves, indexes, analyzes, and publishes judicial, administrative, governmental, and community-governance records.

The Institute's projects are AZ Court Watch (azcourtwatch.org), AZ HOA Watch (azhoawatch.org), and NoFelons.org (nofelons.org). All three use this notice.
2. Tax status
The Institute is an Arizona nonprofit corporation organized for charitable and educational purposes. It has not yet applied for or received recognition of exemption from federal income tax under Section 501(c)(3) of the Internal Revenue Code. Do not treat any payment or contribution to the Institute as a tax-deductible charitable contribution unless this page says the IRS has recognized the exemption.
3. Education and research, not legal advice
Everything on this site is general information for education and research. It is not legal advice, and it may not apply to your situation. The Institute is not a law firm and does not provide legal services. Reading this site, submitting a form, signing a petition, or contacting the Institute does not create an attorney-client relationship. Those communications are not privileged or confidential. For advice about a specific matter, consult a lawyer licensed in Arizona.
4. Nonpartisan
The Institute is nonpartisan. It does not support or oppose any candidate for public office or any political party, and nothing on this site should be read that way. Public officials appear on this site because they appear in the public record.
5. No government affiliation or endorsement
The Institute and NoFelons.org are not affiliated with, endorsed by, or sponsored by any homeowners, condominium, or community association, the Arizona Department of Real Estate, or any other government agency. Names of associations, agencies, companies, and people identify them. They are not endorsements. Trademarks and logos belong to their owners and are used only to identify and discuss them.
6. Public records and accuracy
This site is built from public records, statutes, and other publicly available sources. Those sources can be incomplete, delayed, or changed after publication. The Institute works to be accurate but can make mistakes. The official record controls: the statute as enacted, and an association's governing documents as recorded.
Summaries and plain-language explanations are the Institute's descriptions. They are not official interpretations of any statute or governing document.
7. Automated and AI-assisted content
Some summaries and extracted text are produced with automated tools, including AI models, and can contain errors. When exact wording matters, rely on the underlying document.
8. People and organizations
Appearing on this site does not mean a person or organization did anything wrong. NoFelons.org does not accuse any named person of having a criminal history.
9. Corrections, privacy, and removal requests
If something on this site is wrong, out of date, or exposes sensitive personal information, email [email protected] with the page address and what should change. The Institute reviews good-faith requests and may correct, update, redact, or remove material.
10. Not a consumer reporting agency
The Institute is not a consumer reporting agency, and nothing on this site is a consumer report under the Fair Credit Reporting Act. Do not use information from this site to decide anyone's eligibility for credit, insurance, employment, housing, or any other purpose covered by that Act.
11. Copyright
Unless noted otherwise, the Institute owns the copyright in the original text, data compilations, design, and software on this site. © 2026 Arizona Civic Access Institute, Inc..
The Institute claims no copyright in statutes, government records, or association documents, and none in third-party content shown on this site. Whatever rights exist in that material stay with its owners.
Copyright complaints: if you believe material on this site infringes your copyright, send a notice to [email protected] or by mail to the address in Section 1. Include the copyrighted work; the page address of the material; your name and contact information; a statement that you have a good-faith belief the use is not authorized by the copyright owner, its agent, or the law; a statement, under penalty of perjury, that your notice is accurate and that you own the copyright or are authorized to act for the owner; and your physical or electronic signature.
12. Your submissions
When you submit something (for example, a petition signature, an association request, a correction, or a message), you confirm that it is accurate and that you have the right to submit it. You also allow the Institute to use it to run this site and the petition or request it belongs to. Do not submit confidential or sensitive information you do not want the Institute to hold. The Institute does not sell personal information.
13. Acceptable use
Do not use this site to harass, threaten, or intimidate anyone, or to misuse personal information. Do not try to gain unauthorized access to the site, interfere with it, or collect its content automatically in a way that degrades service for others.
14. Links and embedded services
This site links to other websites and uses outside services such as Google Analytics. The Institute does not control them, and their own terms and privacy policies apply.
15. No warranties; limitation of liability
The site and its content are provided "as is" and "as available," with no warranties of any kind, express or implied. That includes warranties of accuracy, completeness, timeliness, merchantability, fitness for a particular purpose, and non-infringement. To the fullest extent the law allows, the Institute and its directors, officers, volunteers, and contributors are not liable for any indirect, incidental, special, consequential, or punitive damages. The same applies to any loss arising from use of, or reliance on, this site.
16. Governing law
Arizona law governs these terms, without regard to conflict-of-laws rules. Any dispute about this site will be brought in the state or federal courts located in Maricopa County, Arizona.
17. Changes
The Institute may update this notice. The effective date at the top shows the current version. Using the site after an update means you accept the updated notice.
18. About NoFelons.org
NoFelons.org explains how members of Arizona homeowners and condominium associations can propose and vote on governance amendments, including director-eligibility rules. The site:
- does not decide whether any person is eligible to serve;
- does not accuse any named person of having a criminal history; and
- does not adopt, approve, or record amendments for any association.
19. Petitions
Only an association's members and board can adopt an amendment, following the association's governing documents and Arizona law. Governing documents and the law vary by community. Consult qualified Arizona counsel before you submit, record, or rely on amendment language.
Signing a petition on this site asks your association to take the action the petition describes, such as calling a meeting or holding a vote. It does not adopt anything. Your name, address, and signature are kept with the petition record and shared only as the petition page describes. They are not sold.
Disclosure: the Institute's founder, Jeremy R. Whittaker, is a member of the Val Vista Lakes Community Association and has been a party to administrative disputes with it. The Val Vista Lakes page follows the same rules as every other association page.
